This is a relevant story about a case against Cinemark breaking wage and hour regulations being dismissed. (That’s a pretty messy case, really, but note that some of the individual claims were separately settled.)

And back in 2011, three chains were fined "child labor" violations, to the tune of $277,000. While that’s not what’s happening here (Illinois doesn't have any special restrictions for 16+ year olds and doesn't hire 14 or 15 year olds because they can’t work late enough), it is a testament to the fact that labor violations like these do occur — not necessarily because of any sort of insidious intent. Often, these violations are due to managers trying to save a buck being ignorant of the law.
